  • What is NC Read to Achieve?

The goal of the state is to ensure that every student reads at or above grade level by the end of third grade and continues to progress in reading proficiency so that he or she can read, comprehend, integrate, and apply complex texts needed for secondary education and career success. North Carolina passed Read to Achieve as state legislation in 2012 as part of the Excellent Public Schools Act.

At the end of third grade, students are assessed with the NC End of Grade Reading Comprehension standardized test. Students will continue to be assessed with the reading EOG through eight grade.

    → Parent Resource

  • The following grade level guides contain information to support parents with understanding the  ELA North Carolina Standard Course of Study. It contains an introduction to the standards, a scope of expectations for that particular grade, reading and writing strategies, and resources for learning outside of school.

The guides are available in English and Spanish for each grade K-12.

RSS Literacy Frameworks

The purpose of the RSS literacy instructional framework is to provide a blueprint that addresses district instructional priorities and describes action steps needed to achieve them in the classroom. The framework describes the infrastructure and supports that the district will provide with curriculum, instruction, and environment. As a result, literacy instruction in RSS will be of uniformly high quality and of sufficient quantity to make a measurable difference in achievement district-wide.  Strong instructional leadership at all levels is essential for implementing, supporting, and sustaining a quality framework.

How do children develop to be skilled readers?

Students must successfully thread together eight key foundational reading skills to grow into a fluent, skilled reader. Should a student experience weakness in one or more of these skills, they may have difficulty developing their word recognition or comprehension skills to fully grasp what they are reading. Our elementary teachers are ALL trained on how the brain learns to read and can use reading assessments to pinpoint where a breakdown may be occurring with reading development.

A diagram illustrates the components of skilled reading, including language comprehension and word recognition.

Joy of Reading

As part of the RSS Renewal Plan, our district is dedicated to creating a reading culture in our classrooms, schools, and community that focuses on the joy of reading.
