What to Expect

 

North Carolina Beginning Teachers participate in the Beginning Teacher Support Program for the first three years of their teaching career. The program is designed provide Beginning Teachers with support and feedback to assist them in their continued growth in the content, knowledge, and skills associated with effective teaching. 

Each district creates and follows an approved Beginning Teacher Support Plan (BTSP).

The Rowan-Salisbury Schools Beginning Teacher Program includes several components aligned with our mission, to build capacity in educators to cultivate respectful learning environments and create and implement engaging learning experiences for their students.

Mentorship:

District Beginning Teacher Mentors are designated at all elementary, middle, and high schools to support all RSS beginning teachers. District mentors will mentor/coach support Beginning Teachers’ successful navigation of the first three years of their teaching career.

Observations:

Beginning teachers are observed three times a year by a school administrator and once by a peer. Reflecting on and implementing observation feedback supports continued development and improvement of beginning teachers’ instructional practices.

Orientation/Onboarding:

Year one Beginning Teachers will participate in a Beginning Teacher Conference prior to optional and required work days at the beginning of each school year. Beginning teachers who join RSS after the school year begins will participate in an onboarding process.

For their first three years, Beginning Teachers will be on a Comprehensive evaluation cycle.

Self-Assessment

  • Access NCEES via IAM or Rapid Identity.
  • Complete your Self-Assessment.

Professional Development Plan (PDP)

  • Access NCEES via IAM or Rapid Identity
  • Develop PDP goals with your mentor. Confirm with administration if a school wide, grade level, and/or department goal is required.
  • Teacher, mentor, and administrator must sign off on PDP at the beginning, middle, and end of the year

Comprehensive Evaluation Cycle

  • Three observations conducted by an administrator
    • One announced with a pre- and post-conference within 10 days
    • Two unannounced with a post-conference within 10 days
  • Additional administrative evaluations may be added.
  • One peer observation – Announced with a post-conference & optional pre-conference

Summative Evaluation

  • Comprehensive evaluation including all observation results at the end of the year

RSS Board of Education

The Rowan-Salisbury Board of Education is made up of seven members, representing different geographic regions of Rowan County.

The Board of Education establishes the policies that govern the Rowan-Salisbury School System, including curriculum, facilities, financial resources,  and personnel. The Board also evaluates the superintendent.

Board members are elected by Rowan County citizens in partisan elections every four years. The terms are staggered to ensure continuity of service.

Term expires in 2026: Seat #2 (South), Seat #1 (North), Seat #4 (West), Seat #6 (Special)

Term expires in 2028: Seat #5 (Salisbury), Seat #3 (East), Seat #7 (Southeast)

State Board of Education

Mission:

The mission of the North Carolina State Board of Education is to use its constitutional authority to guard and maintain the right of a sound, basic education for every child in North Carolina Public Schools.

Goals:

  • Goal I: Eliminate opportunity gaps by 2027

  • Goal 2: Improve school and district performance by 2027

  • Goal 3: Increase educator preparedness to meet the needs of every student by 2027
